Is there a way to install horde on windows with apache?

Also is there a mobile app that can be used?

Yes. I installed on Windows with xampp and have it working nicely. The
instructions are the same. Just follow the installation instructions.

There is no mobile app (that I'm aware of), but I use Android Nine mail
client for activesync connection, which works great for syncing mail,
calendar, notes, tasks, etc.
